propose to lay the Blue Book for 1899 before the members of
the Legislative Council at a meeting to be held on the 5th.

2. A question has arisen as to when the
report which annually accompanies the Blue Book should be
published in this Colony. I am under the impression that it
should not be published locally until it has been presented
to Parliament, but I request to be furnished with instructions
on this point.
